Here's how I do it:
1.Turn down the opacity of the brush to about 50%
2.Set color mode to "overlay"
3.Resize the brush to the size of the eye's iris
You're all set!
Also...if you turn the iris black and white first, and brighten it up before you use the brushes, the effect is much better!
